Depuis plusieurs siècles, le débat de la politique monétaire basée sur les variables des prix constitue un enjeu majeur dans le cadre de la stabilité des prix au niveau interne du pays en particulier et la stabilité macroéconomique en générale. La politique monétaire est considérée comme l'un des principaux instruments de la politique économique, qui a pour objectif final : la stabilité des prix, une croissance maximale, le plein emploi et l'équilibre de la balance des paiements. A ce titre, l'objectif primordial dévolu à tout gouvernement au sein d'une communauté donnée est d'assurer le bienêtre social de sa population. Et pour atteindre cet objectif, les gouvernements élaborent leurs politiques économiques, celles-ci sont en fait un ensemble de plusieurs politiques notamment la politique monétaire, budgétaire, agricole, etc. Une fois que celles-ci sont combinées on peut alors arriver à atteindre un certain nombre d'objectifs dits ultimes, à savoir : la croissance économique, la stabilité des prix, le plein emploi et l'équilibre extérieur dont la réalisation confère le bien-être social de sa population.
