Le 20 Mars 2016, la République du Bénin a connu une véritable secousse Politique et Electorale, qualifiée de «Rupture pour un Nouveau Départ». Cette Rupture peut s’assimiler à une Giga Conférence Nationale, 26 ans après celle qui a marqué, en Février 1990, l’entrée du pays dans l’Ere du Renouveau Démocratique. Les causes de la Rupture sont d’ordres historique mais aussi, socioéconomique, moral, éthique et spirituel. A partir d’un modèle empirique, l’auteur a procédé à un rapide état des lieux chronologique de l’histoire politique du Bénin, depuis les années 60, avant d’isoler certaines causes spécifiques. Se basant sur ce diagnostic, il précise alors la signification et le contenu normatif qu’il convient d’attribuer à cette Rupture. Puis, il détermine les conditions minimales pour garantir des chances de succès au processus. Elles sont complétées par des propositions relatives au: Réarmement Moral, Professionnel et Spirituel à savoir: (i) un groupe de 16 mesures couvrant divers aspects de la gestion de la cité; (ii) un Code de 16 articles rappelant, les comportements normatifs attendus de tous; (iii) Un Programme-Cadre pour accompagner le Nouveau Départ.
