Het onderzoekt het UNEP-rapport 2011 over de milieubeoordeling van Ogoniland naast de schendingen van mensenrechten en milieurechten in de Nigerdelta en beveelt een formele institutionalisering aan van de strategische milieubeoordeling en de algemene strategische beoordeling om de effectieve uitvoering van beleid, plannen en programma's te stimuleren, naast het milieubeheer en het menselijk welzijn in Ogoniland en andere delen van de Nigerdelta en in Nigeria. Het benadrukt dat goed bestuur (GG) en duurzame ontwikkeling (SD) met elkaar verweven zijn en onderstreept zo de noodzaak voor GG om de heersende 'resource curse' van Nigeria om te zetten in een zegenende en zachte wettige manier van handelen en praktijken, gebaseerd op de opkomende, door de VN geleide, wereldwijde normen en praktijken.
