Interroger le rapport de la « jeunesse en difficulté » avec l’innovation sociale est une façon de montrer les relations d’une société avec « sa jeunesse » en rendant visible l’institutionnalisation d’une jeunesse stigmatisée qui signale les dysfonctionnements de régulation sociale et les limites des institutions de socialisation. Cela montre les difficultés d’une jeunesse à construire une identité sociale dans un monde social plus « éclaté », « fragmenté » et « distancié ». Nouvelle génération née de la crise, en rupture avec la génération précédente, cette jeunesse ne serait pas que « maux », mais porterait en elle de nouvelles dynamiques sociales et pas seulement le désordre. En changeant de regard, la jeunesse peut devenir source de capacités et de compétences dans un nouveau contexte sociétal marqué non par la stabilité mais par l’incertitude. Les expériences d’insertion étudiées dans cette recherche sont des situations d’action expérimentales, non instituées, situées dans des « zones d’incertitude » du système social, s’appuyant sur des acteurs extérieurs au travail social.
