Avec l'avènement de l'État au Cameroun, l'hydroélectricité acquiert une dimension politique très importante. Cette dimension politique fait de lui le théâtre de nombreux enjeux stratégiques à la fois territoriaux mais aussi symboliques. L'hydroélectricité s'offre comme une ressource propice à la maîtrise territoriale du Cameroun et comme un laboratoire d'expérimentation de sa doctrine de puissance énergétique. Son usage relève d'une ambition développementaliste, mais aussi d'une ambition stratégique car, l'État s'appuie sur cette ressource pour articuler sa doctrine de puissance à son redimensionnement en Afrique Centrale. Par les usages politiques, économiques, sécuritaires, et diplomatiques qu'il fait de la ressource, le Cameroun en convergence avec ses États voisins, parvient à imposer l'hypothèse valable, de l'émergence d'une géopolitique de l'hydroélectricité. Ce tableau combine les principes d'une géopolitique interne et internationale qui trouve son originalité dans le processus d'intégration régionale. Cette géopolitique est le fait de la forte réceptivité de la doctrine de puissance du Cameroun et de la représentation de l'hydroélectricité comme instrument de puissance.
