Cette contribution interroge la dynamique des structures impliquées dans le processus de prise en charge à domicile des citoyens âgés. La spécificité du champ de la vieillesse en situation de besoin d'aide quotidienne commande aussi la spécificité de l'approche institutionnelle en termes de rationalité dans les pratiques et de normativité dans l'action sociale. Cette seconde dimension fait apparaître le champ de la vieillesse et sa prise en charge comme un espace de production permanente d'un système de normes réglementant un champ encore en friche. C'est ainsi que l'auteur a établi que la dynamique des organismes impliqués, parce que allant au devant des situations réelles, était précurseur de la norme d'action sociale. De la complexité de l'intervention des organismes institutionnels, il a conceptualisé une action sociale à trois échelles. L'échelle de l'intervention directe (soins médico-sociaux à domicile); l'échelle de l'intervention indirecte (médiation d'organismes sociaux et étatiques) et enfin l'échelle spécifique de l'expression et de la construction d'une conscience personnelle de l'agent institutionnel au travail (socio-anthropologie de la pratique institutionnelle).
