Les prémices qui constituent le point de départ pour la structure du livre ont été considérées: les pratiques (pré)fédéralistes européennes; l'existence des théoriciens du fédéralisme, même dans les communautés où les tentatives d'imposer le fédéralisme ont échoué (le cas français); la redécouverte des certains principes (la subsidiarité) qui ont devenus ensuite intrinsèques au fédéralisme européen (et au processus de la construction européenne); l'existence des courants fédéralistes européens qui soutenaient une vision différente (le fédéralisme personnaliste); Si la résolution d'un problème fait la place à un autre problème, le nouveau problème apparu a été celui de l'existence (ou l'inexistence) d'un point d'intersection ou d'une place commune de toutes ces variables. Hypothèse: considérer le personnalisme et le fédéralisme comme deux possibles réponses aux différentes tentatives de la réalisation de l'Europe unie. Trouver des réponses n'a été pas du tout une voie facile, l'approche diachronique nécessaire imposant nécessairement une coordination cohérente du travail, tant de point de vue chronologique que des idées présentées.
