L'utilisation des moyens d'observation de la Terre pour modéliser, cartographier et évaluer le risque d'inondation de plaine constitue la problématique de ce travail. Appliquée aux bassins de la Moselle et de l'Elbe, la démarche est fondée sur une gestion du risque en trois phases: prévision et anticipation, gestion de crise, retour d'expérience et prévention. Au sein du bassin versant, les processus naturels sont d'abord étudiés grâce à l'imagerie radar et aux mesures in situ pour identifier des zones aux comportements hydrauliques homogènes. Une stratégie de calage des modèles de propagation de crue est proposée, prenant en compte les incertitudes de toutes les sources d'information utilisées (radar, terrain). La cartographie de l'extension de l'inondation est exploitable tant pour caler ces modèles, que pour fournir un support d'aide à la gestion de crise. Mais l'imagerie spatiale alimente la phase de prévention en décrivant les enjeux, au sens des biens et des personnes, et leur évolution au cours du temps. La combinaison avec une information sur l'aléa fournit une évaluation de la vulnérabilité, ainsi que du degré de prise en compte du risque.
