Presionando siempre la búsqueda de la legalización de los derechos fundamentales de su clase y arrancándole a la clase contraria la legislación que reglamentó el Derecho al trabajo en la Constitución Nacional y en el Código Sustantivo del Trabajo. Visto este desarrollo no solamente en el plano Barranquillero sino a nivel regional, nacional e internacional, recogiendo la experiencia de los demás obreros, y sin olvidar la influencia del río y el mar para la exportación e importación de productos e ideas, fue lo que hizo que Barranquilla se ganara el honroso título de “Puerta de Oro de Colombia”
