В целях преодоления депопуляции на основе сохранения социокультурной идентичности страны меры по повышению рождаемости имеют приоритетное значение по сравнению с регулированием миграции и снижением смертности. В систему детерминант репродуктивного поведения необходимо ввести новую составляющую – «аксиологические рамки». Воздействуя на формирование нравственных ценностей, связанных с семейным поведением, можно модифицировать репродуктивное поведение и добиться существенного и долгосрочного повышения рождаемости. Традиционные представления о исторической модификации репродуктивного поведения, отраженные, прежде всего, в теории демографического перехода, практически не учитывают действие аксиологического фактора и, вследствие этого, искажают социальную эволюцию репродуктивного поведения. До середины XX века в основе высокой рождаемости лежал аксиологический фактор, а не потребность в большом количестве детей, обусловленная высокой смертностью и социально- экономической целесообразностью. Пренебрежение использованием аксиологического фактора делает потенциально неэффективными предлагаемые модели повышения рождаемости.
