En 1998, Hugo Chávez llega al poder con un discurso nacionalista enfrentado al neoliberalismo. No es hasta abril del 2005 cuando por primera vez avisó de la posibilidad de enrumbar a Venezuela por el Socialismo del siglo XXI. Hasta esa fecha era un discurso nacionalista con profunda vocación humanística y cristiana, pero ecléctico, que en muchos casos convivió con el populismo. A pesar de unas reformas legales hasta ese momento el proyecto de gobierno no estaba claramente definido, había ya un discurso anticapitalista pero no estaba constituido el proyecto de país. En el 2010 retoma la importancia del marxismo como doctrina política. El chavismo si bien tiene una fuerte sustentación en la renta petrolera seria no solo mezquino sino ingenuo calificarlo solo de régimen populista. Sin dudas construyó un poder simbólico, pero su legitimidad no radica solo en lo simbólico. Chávez fue un hombre frontal en el discurso y la acción. Además de sus condiciones carismática: como pedagogo, comunicador, hombre sencillo, Chávez materializo una política social, constituyó un Poder Popular, visibilizó a los pobres, dio voz a los que no la tenían.
