Projektarbeit, die am 01.08.2000 erfolgreich an einer Universität in Deutschland eingereicht wurde. Einleitung: Siebzehn Jahre nach dem Ende der Militärdiktatur in Argentinien haben die Madres de Plaza de Mayo Weltruf erlangt. Die Madres sind zweifelsohne die bekannteste Menschenrechtsorganisation Argentiniens, fast schon ein Mythos für sich. Doch es gab und gibt nicht nur sie. Zehn Menschenrechtsgruppen organisierten Widerstand gegen die Verbrechen der Militärdiktatur. Sie existieren bis heute und neue Gruppierungen sind dazugekommen. Ihr Aufbegehren zu Zeiten der Diktatur, vor allem aber ihr ungeheures Potential, Menschen zu mobilisieren als die Macht des Militärregimes unaufhaltsam schwand, trugen maßgeblich dazu bei, daß die Transition von der Diktatur zu einer demokratischen Grundordnung in Argentinien im Vergleich zu anderen lateinamerikanischen Ländern einen einzigartigen Verlauf nahm. So war die Menschenrechtsdebatte im entscheidenden Moment des Umbruchs 1983 politikbestimmend. Dabei läßt sich allerdings feststellen, daß sie zu unterschiedlichen Zeiten mit verschieden starker Intensität geführt wurde. Wie es zu diesen Schwankungen in der Intensität der Debatte, dem Auf und Ab der Menschenrechtsfrage in der argentinischen Öffentlichkeit, in Politik und Gesellschaft kam und kommt, ist zentraler Gegenstand dieser Arbeit. Anhand von Antonio Gramscis Konzept der Zivilgesellschaft wird die Rolle der Menschenrechtsbewegung im Demokratisierungsprozeß in Argentinien untersucht. Im Mittelpunkt stehen dabei die Verflechtung der politischen Gesellschaft und der Menschenrechtsbewegung als zivilgesellschaftlichem Akteur, das Ringen beider um Meinungsführerschaft im politischen Diskurs und der Versuch, den Alltagsverstand bzw. die politische Mentalität der Bevölkerung jeweils für die eigenen Anliegen zu sensibilisieren und zu formen.
