Inhaltsangabe:Einleitung: Die dritte und letzte Stufe der Wirtschafts- und Währungsunion beginnt wahrscheinlich planmäßig am 1.1.1999. Die wichtigste Änderung ist die Einführung eines gemeinsamen Währungsraums durch unveränderlich festgesetzte Wechselkurse. Die nationalen Währungen werden später durch eine gemeinsame Währung, den Euro, ersetzt. Es werden aber aller Voraussicht nach nicht alle 15 EU-Mitgliedstaaten von Anfang an der Währungsunion beitreten. Es zeichnet sich ab, dass einige Länder an der Währungsunion zumindest vorerst nicht teilnehmen wollen, während andere Länder aufgrund der Konvergenzbedingungen des Vertrags von Maastricht wahrscheinlich nicht teilnehmen dürfen. Um die bisherigen Integrationserfolge der EU nicht zu gefährden, sollen diese Länder durch ein neues Wechselkurssystem, das EWS II, mit den Ländern des Euro-Währungsraums verbunden werden. Die genaue Gestalt des EWS II steht zum jetzigen Zeitpunkt noch nicht fest. Mit der Einführung einer gemeinsamen Währung geht die Verantwortung für die Geldpolitik von den einzelnen Ländern an eine supranationale Instanz, die Europäische Zentralbank (EZB), über. Es besteht zwar Einigkeit darüber, dass das Ziel einer zukünftigen europäischen Geldpolitik die Herstellung und die Sicherung der Preisstabilität sein wird. Offen ist allerdings noch die Frage, mit welcher geldpolitischen Strategie die EZB dieses Ziel erreichen soll. Die Wahl der Strategie der EZB hat auch Konsequenzen für die Geldpolitik der Zentralbanken der Outs. Gang der Untersuchung: Diese drei Problembereiche, die Gestaltung des EWS II, die Wahl der geldpolitischen Strategie der EZB und die währungspolitische Zusammenarbeit zwischen den Mitgliedstaaten der EU sind Gegenstand dieser Arbeit. Nach der Beschreibung der für die Geld- und Währungspolitik relevanten Konsequenzen, die sich aus dem Vertrag von Maastricht ergeben, werden im dritten Kapitel Gestaltungsmöglichkeiten für das EWS II dargestellt.
