Die Veränderung der Entwicklungschancen zukünftiger Generationen ist in den letzten Jahrzehnten nicht zuletzt maßgeblich von drei verschiedenen, in ihrer gesamtgesellschaftlichen Perspektive aber miteinander verbundenen Um wälzungen bestimmt gewesen: zum ersten von der sinkenden Leistungsfä higkeit der sozialen Sicherungssysteme, zum zweiten von der wachsenden Staatsverschuldung und zum dritten von der Beeinträchtigung der natürlichen Lebensgrundlagen. In den Politikfeldern "Sozialpolitik", "öffentliche Finan zen" und "Umwelt", läßt sich eine zunehmende Tendenz zu strukturellen De fiziten aufzeigen, deren Konsequenzen sich als Politikfallen erweisen. An wahrnehmungs- und wirkungsspezifisch unterschiedlichen Beispielen aus den drei genannten Bereichen ist zu klären, wie das politisch-administrative System auf krisenhafte Entwicklungen reagiert, die es durch mangelnde Problemregelungspotentiale selbst mitverschuldet hat. Ein nur reagierendes politisch-administratives System, ohne konkrete, durchsetzungsfähige Ziel vorstellungen und weitgehend abgekoppelt von gesellschaftlicher und wis senschaftlicher Politikberatung, kann schließlich den Anforderungen eines problemorientierten, instrumentenspezifischen Handeins nicht mehr gerecht werden. Ein solcher Befund wirft die Frage nach einer Revision tatsächlicher Ent scheidungsprozesse auf. In der Politikpraxis bedarf es dafür eines breiten Diskussionsprozesses über Prioritäten in der deutschen Sozial-, Wirtschafts und Finanz- sowie Umweltpolitik unter Einschluß der Rahmenbedingungen, die diese Felder und ihre Inhalte gleichfalls bestimmen. Am Beispiel der Rentenversicherung werden Möglichkeiten des Umbaus der Sozialsysteme und dessen Folgen aufgezeigt. Daran schließt sich eine Betrachtung der Ver läufe und Eigendynamiken der Prozesse öffentlicher Verschuldung, überwie gend unter nationaler Perspektive, an.
