Recognizing the important role of local government in promoting effectiveness of decentralization, this book indicates the needs to reforming local government system in Vietnam towards good governance and democratic society based on the experiences of Japan. About the Author My major is Law on Public Administration. I have worked for Hanoi Law University in Vietnam since 1997 as a lecturer. I hold the Doctor of Laws Degree issued by Nagoya University-Graduate School of Law in 2012. This book indicates my comprehensive study on local government in Vietnam for fulfill the requirement of PhD course in Japan.
