Veinte años de políticas neoliberales en Bolivia terminaron acompañado de una crisis política profunda. Se produjo un cambio político que sorprendió a propios y extraños. Evo Morales, el primer Presidente indígena llegó al poder con un fuerte apoyo de la votación. Grandes fueron las expectativas puestas sobre él para terminar con la decadencia moral en la política y la enajenación de la riqueza natural de Bolivia. Se dijo no a la corrupción y a la frialdad neoliberal. Evo Morales prometió un cambio. Siete años después, se tiene a un proceso política- y socialmente muy conflictivo y contradictorio. Es un neo liberalismo masista-indigenista. “El cambio” se devoró a sus buenos preceptos. Se tiene a un Gobierno autoritarista, represivo, concentrador del poder. La justicia se convirtió en un garrote político. El culto personal político es central. Bolivia es más dependiente de las rentas del gas y de los minerales. La matriz productiva no cambió un ápice. La bonanza económica se debe a los altos precios internacionales de las materias primas y también a la liberalización de la producción de coca. Para la mayoría el crecimiento es moderado, no así para la nueva burguesía cocalera.
