En la primera parte se presentan los que pueden ser los elementos básicos de la concepción integral de un nuevo modo de desarrollo. Se hace la necesaria distinción entre crecimiento económico y desarrollo humano y se muestra porqué es necesario sustituir el énfasis en la cuantificación de la oferta por una mejor comprensión de la demanda, cuyo consumo final siempre está a cargo de seres humanos, que de una u otra manera conforman hogares, los que deben ser el centro de la reflexión. En este sentido hay que darle más importancia a conocer quién y cómo se consume, a qué se consume. Se «dibujan» los rasgos fundamentales de las tres instituciones que han de soportar este nuevo modo de desarrollo: Un Estado estratega y comunitario, un mercado abierto y democrático y una solidaridad social eficaz y sostenible. En la segunda parte se propone la gerencia social como la «herramienta» necesaria para la «construcción» del desarrollo humano. Por estas páginas desfilan los principios, criterios y técnicas que deben orientar la dirección de las entidades que producen y distribuyen bienes y servicios sociales, los que han de ser de calidad y con costos y precios razonables y competitivos.
