Bernhard Leubolt arbeitet mittels des strategisch-relationalen Institutionalismus den historischen Einfluss von Ungleichheitsregimes auf aktuelle gleichheitsorientierte Politik heraus: Brasilien ist geprägt von der langen Fortdauer der Sklaverei und einer anschließenden konservativen Modernisierung. Seit den 1980er Jahren gibt es Bestrebungen zur Reduktion der Ungleichheiten, die durch neoliberale Reformen konterkariert wurden. Nach der Amtsübernahme Präsident Lulas wurde statt des Neoliberalismus ein sozialer Entwicklungsstaat etabliert. Südafrika wurde hingegen durch ein formell rassistisches Ungleichheitsregime geprägt. Nach der Demokratisierung etablierte sich mit dem ANC die wichtigste Widerstandsbewegung als Regierungspartei. Er beseitigte zwar staatlichen Rassismus, konnte die hohen Ungleichheitsraten aber kaum reduzieren. Im Fazit verweist Leubolt auf Erfolge und Widersprüche gleichheitsorientierter Politik.
