Schulischer Unterricht und universitäre Lehrangebote vernachlässigen die Beschäftigung mit diesem Teil deutscher Geschichte. Die Wahrnehmung des SED-Regimes hat sich zunehmend auf die Rückbesinnung auf typische Gegenstände des Alltagslebens, die sogenannte ‚Ostalgie', beschränkt. Doch in jüngster Vergangenheit wurde der DDR-Aufarbeitung wieder mehr Aufmerksamkeit zuteil: Die starke Resonanz auf den Spielfilm „Das Leben der Anderen" von Florian Henckel von Donnersmarck mit knapp zwei Millionen Zuschauern in Deutschland rief das Interesse an der DDR-Geschichte und seinem Geheimdienstapparat wach. Im Herbst 2006 wurde zudem bekannt, dass die Bundesbeauftragte für die Unterlagen der Staatssicherheit, Marianne Birthler, wissentlich damalige Mitarbeiter des Überwachungsorgans beschäftigt. Dieser Umstand erzeugte kontroverse Diskussionen. Zeitgleich wurde die Debatte um das 7. Stasi-Unterlagen-Gesetz geführt. 15 Jahre nach Verabschiedung des Gesetzes sollten nun alle Möglichkeiten zur Überprüfung von Personen auf eine einstige Zusammenarbeit mit dem Staatssicherheitsdienst entfallen. So hatte der Gesetzgeber es 1992 beschlossen. Aufgrund dieser Regelung trat der Novellierungsprozess in Gang. In diesem Zusammenhang stellt sich die Frage, ob und welche Machteffekte von dem medialen Diskurs auf die politische Gesetzgebung ausgehen. Das Augenmerk richtet sich also darauf, welchen Einfluss die in den Medien geführte Diskussion auf die Verabschiedung der Gesetzesneuerung nahm. Zur Beantwortung dieser Frage soll die Medien-Debatte diskursanalytisch untersucht werden und danach der Argumentation des Gesetzgebungsverfahrens gegenübergestellt werden.
