Climate change is an inevitable and urgent global challenge with long-term implications for the sustainable development of all countries. He obtained his PhD in applied mathematics from Tsinghua University, Beijing, China, and PhD in physical chemistry from Sichuan University, Chengdu, China, in 1995 and 1999, respectively. Dr.Dr. Xu is a Distinguished Professor of the “Chang Jiang Scholars Program” of the Ministry of Education of the People’s Republic of China, the Executive Director of the Low-carbon Technology and Engineering Research Center and the Director of Uncertainty Decision Making Laboratory, Sichuan University. Prof. Xu was appointed a lifetime academician of the International Academy of Systems and Cybernetic Sciences (IASC) in 2010, an IEEE Senior Member in 2011, and I.C.D.M. Fellow in 2012. He is the President of the International Society f
