Die Hauptfrage, die in dieser Arbeit gestellt und affirmativ beantwortet wird, ist, ob auch in diesen bedrohlichen Zeiten das Folterverbot zu jeder Zeit, an jedem Ort und unter allen Umständen zu befolgen ist.
