In diesem Zusammenhang werden die Auswirkungen der Europäischen Union auf die kommunale Selbstverwaltung und der Einfluss der Europäischen Union auf die kommunale Wirtschaft verdeutlicht. Im Anschluss daran werden die Beziehungen der kommunalen Selbstverwaltung und kommunalen Finanzausstattung im Bundesstaat erläutert. Auf die Stellung der Gemeinden im deutschen System der Aufgaben- und Finanzierungsverteilung wird eingegangen. Im Rahmen des dritten Teils erfolgt eine Charakterisierung der Kommunen in Deutschland. Die kommunalen Aufgaben werden systematisiert, es werden Formen kommunaler Aufgabenwahrnehmung und wirtschaftlicher Betätigung aufgezeigt. Auf die Möglichkeit der kommunalen Aufgabenwahrnehmung durch Private Personen wird eingegangen. Der weitere Schwerpunkt des dritten Teils befasst sich mit der Entwicklung der kommunalen Ausgaben, Einnahmen und deren Vergleich in den zurückliegenden Jahren. Schließlich wird auf die Verschuldung der Kommunen eingegangen. Der daran anschließende vierte Hauptpunkt untersucht die Motive und Rechtsgrundlagen für die kommunale Kreditaufnahme. Es werden die rechtlichen Grundlagen, verschiedene Kreditformen und Zinsvereinbarungen erörtert. Die Stellung der Kommunalaufsicht, die Haftungskette der Finanzverfassung, der Gedanke der kommunalen Insolvenz sowie das Rating auf kommunaler Ebene werden näher beschrieben. Der fünfte Teil beschäftigt sich mit der Absicherung öffentlicher Finanzierung von Investitionen mit Hilfe von Finanzderivaten. In diesem Zusammenhang vermittelt eine empirische Untersuchung eine
