Diese Arbeit geht der Frage nach in wie weit eine gemeinsame Europäische Energiepolitik die Probleme der geplanten Nabucco Pipeline lösen könnte. Das Projekt ist bis heute nicht verwirklicht worden und und auch die von der Kommission forcierte Liberalisierung des Europäischen Energiemarktes vollzieht sich langsamer als geplant. Zudem belasten weitere Probleme wie ausstehende langfristige Verträge zwischen Lieferanten und Käufern des geplanten Nabucco-Projekts, fehlende Garantien über das Liefervolumen von Erdgas, die Position von Aserbaidschan oder die steigenden Kosten das Projekt. Ein gesamteuropäisches Projekt wie Nabucco benötigt einen uneingeschränkten freien Wettbewerb, finanzielle Stabilität, entsprechende rechtliche Rahmenbedingungen, sowie eine gemeinsame außenpolitische Strategie, die nur durch die Liberalisierung des Europäischen Energiemarktes realisierbar ist. Auch wenn eine gemeinsame EU Energiepolitik das Projekt Nabucco an sich nicht verwirklichen kann, so könnte ein einheitlicher Europäischer Energiebinnenmarkt doch helfen die Konditionen zu verbessern. Bedenkt man zudem, dass das Risiko geopolitischer Abhängigkeit von russischen Gasimporten viel kleiner sein könnte als bisher von der EU angenommen, so komme ich zum Schluss, dass eine erfolgreiche EU Energiepolitik auch verstärkte energiepolitische Beziehungen mit Russland, bzw. Gazprom beinhalten muss.
