Dabei wird ein besonderes Augenmerk auf die Bedeutung öffentlicher Güter in diesem Zusammenhang gelegt. Neben den UN und wenigen weltweit tätigen NGOs ist die Bank derzeit eine der wichtigsten Stützen der internationalen Entwicklungshilfe. Ziel der Arbeit ist es, zu zeigen, in welchen Bereichen das Vorgehen erfolgreich war bzw. ist und wo akuter Handlungsbedarf besteht. In diesem Rahmen wird die Entwicklung der Weltbank ebenso analysiert wie ihre ökonomische Lehrmeinung im Laufe der Zeit und ihre aktuelle Zielstellung. Für die beiden wichtigsten Institute - die IBRD und die IDA - wird dargestellt, in welchen Sektoren und in welche konkrete Projekte die Bank Gelder investiert und Darlehen vergibt. Es folgt ein Abgleich der Ziele mit der täglichen Politik. Basis für diese Ausarbeitung ist die Beschreibung, welche Bedeutung öffentliche Güter im Rahmen der Entwicklungshilfe spielen und welche Probleme für dieses Segment typisch sind.
