Im Ergebnis des Zusammenbruchs der UdSSR haben sich die politischen Gewichtungen in Europa grundlegend verändert. Diese Umbruchphase stellte die etablierten Gremien und Netzwerke vor neuartige Herausforderungen. Dass der Übergang, obwohl mit enormen Belastungen erkauft, weitgehend friedlich verlief, ist Institutionen wie dem Ostseerat zu verdanken. Dieser hat seit seiner Gründung entscheidenden Anteil an der Stabilisierung der postsowjetischen Strukturen im Ostseeraum und an der Normalisierung der Beziehungen zwischen der EU und Russland. Dieser Band zeichnet anhand der Regimediskussion die Verdichtung der bestehenden Netzwerkmuster in der Region zu einem transnationalen Kooperationsraum nach. Im Mittelpunkt steht dabei neben dem Ostseerat die Nördliche Dimension, die von der EU-Kommission als extraregionales Steuerungsinstrument kontinuierlich ausgebaut wird und längst bis in die Verhandlungen um die Neuauflage des Partnerschafts- und Kooperationsabkommens mit Russland hineinreicht.
