Im konkreten Falle Libyens kann insofern von einem Erfolg der Sanktionen gesprochen werden, als daß die angestrebte Auslieferung mutmaßlicher libyscher Attentäter erreicht wurde. Allerdings hat Libyen es geschickt verstanden, Unterstützung zu mobilisieren und im Gegenzug Druck insbesondere auf die USA und die Vereinten Nationen auszuüben.
