Wie erklären sich unterschiedliche Außenpolitikstrategien und -instrumente in der internationalen Politik? Mit der Rollentheorie und dem idealtypischen Zivilmachtkonzept entwickelt die Studie zunächst eine vielversprechende Analyse- und Bewertungsmethode. Empirisch wird der Ansatz an Rhetorik und Außenpolitikverhalten der USA und der Bundesrepublik von 1985-1997 überprüft. Fallstudien analysieren die beiden Akteure im Golfkonflikt 1990-91, in den 2+4-Verhandlungen, in den bilateralen Handelsbeziehungen und in der Jugoslawienkrise. Das Buch arbeitet den Zivilmachtcharakter beider Akteure heraus, bewertet die Gestaltungsfähigkeit der unterschiedlichen Strategien und erklärt die spezifischen Handlungsmuster mit individuellen Rollenvorstellungen. Gemessen am Idealtypus qualifiziert sich die Bundesrepublik eher als Zivilmacht, während die USA neben Elementen der Zivilmacht auch deutliche Merkmale des Gegentypus einer klassischen Großmacht erkennen lassen.
