Der Autor analysiert das internationale Haftungs- und Entschädigungssystem sowie die dazu vorhandene Rechtsprechung und setzt sich hiermit kritisch auseinander. Anschließend wird rechtsvergleichend das alternative Modell des US-Oil Pollution Acts von 1990 und die aktuelle Diskussion auf europäischer und internationaler Ebene betrachtet. Nach ausführlichen Überlegungen zur Verbesserung des Systems, mündet die Untersuchung in konkreten Änderungsvorschlägen, die insbesondere die Erweiterung des Kreises der haftenden Personen, eine signifikante Erhöhung der Haftungs- und Entschädigungssummen und die Ausweitung des Ersatzes für Umweltschäden fordern.
