In allen Industrielandern wird derzeit die Diskussion tiber die Auswirkungen des Mikroelektronik-Einsatzes auf Produktion und Beschaftigung gefUhrt. Die Folge dieser zwangslaufig im globalen Rahmen ablaufenden Erorterung sind pauschale Aussagen, welche die Gefahr in sich bergen, die beschaftigungs politischen Konsequenzen zu Uberschatzen und den technischen Wandel abzuleh nen /1/. Dies fUhrt zu Aversionen bei den BUrgern und zu Verzogerungen der Mikroelektronik-Anwendung bei den Unternehmen. Ein Gesprachskreis "Modernisierung der Volkswirtschaft" unter der Leitung von Bundesforschungsminister Hauff stellte zur Folgenabschatzung der Mikro elektronik fest, daB mit einer breiten Anwendung der Elektronik mehr Arbeits platze gegen den Sog des internationalen Wettbewerbs gesichert werden konnen als ohne die Elektronik. Als eines ·der Haupthemmnisse der Modernisierung in der Bundesrepublik wird angefUhrt, daB viele Unternehmen die Umstellung auf neue Technologien so lange wie moglich hinauszogern, weil ihnen kurzfristig mogliche Konflikte schwerwiegender erscheinen als die mittel- oder langfri stige Gefahr, die Wettbewerbsfahigkeit zu verlieren /2/. So erwUnscht die beschaftigungspolitische Diskussion Uber die Mikroelektro nik ist, kann diese notwendigerweise nur dann objektiv gefUhrt werden, wenn die technischen, wirtschaftlichen und gesellschaftlichen Veranderungen kon kret analysiert sind. Das methodische Instrumentarium reichtzur Zeit be- spielsweise nicht aus, um ohne diese Teiuntersuchungen genau festzustellen, wieviel Arbeitsplatze in der gesamten Wirtschaft als Folge der Mikroelek tronik verloren gehen oder neu geschaffen werden /3/. Es ist daher uner laBlich, die Auswirkungen der Mikroelektronik zuerst auf Firmen- und Branchen ebene zu erfassen.
