Eine ideengeschichtliche Durchdringung von Niklas Luhmanns Gesamtwerk im Hinblick auf seine Essenz als politische Theorie galt lange Zeit als unerledigte Aufgabe der Politikwissenschaft. In diesem Buch wird erstmals eine solche Theorie-Rekonstruktion vorgelegt. Sie erfolgt unter der Sonde zweier Begriffe, die zur Charakterisierung von Staatsgesellschaften von besonderem Interesse sind: politische Steuerung und politische Legitimität. In diesem Rahmen wird die Möglichkeit einer wechselseitigen Verschränkung von Luhmanns universalistischer Systemtheorie mit einer normativ motivierten Zeitdiagnostik überprüft. Hiermit verquickt der Autor die These, dass sich Luhmanns Beitrag zur politischen Theorie auf eine "Abklärung der Staatsgesellschaft" im Sinne einer kritischen Zeitdiagnose des Wohlfahrtsstaates und der ihn tragenden Gestaltungsutopien verdichten lässt.
