Aus dem Vergleich mehrerer Fallstudien aus dem Bereich der Wirtschaftsförderung in Baden-Württemberg wird ein typisches Verlaufsmuster in Form eines Phasenmodells abgeleitet. Nach einer systematischen Durchsicht von elf theoretischen Ansätzen aus verschiedenen Wissenschaftsdisziplinen zum Umgang mit Komplexität wird ein hypothetisches Anforderungsprofil erarbeitet, das bestimmte individuelle Strategien in den einzelnen Phasen der Fallbearbeitung nahelegt. Schließlich wird ein Verwaltungsplanspiel entwickelt und prototypisch vorgestellt, mit Hilfe dessen solche individuellen Strategien getestet und geübt werden können. About the Author Dr. Dieter Kostka war bis 1992 an den Universitäten Konstanz und Hannover als Wissenschaftlicher Mitarbeiter tätig und arbeitet jetzt als Referent für Koordinierungsfragen beim Ministerium für Umwelt, Naturschutz und Raumordnung des Landes Brandenburg.
