Terroristisches Verhalten ist statistisch gesehen unwahrscheinliches Verhalten. Da mit tritt es aber zugleich aus dem Verständnishorizont heraus, aus dem die meisten Beobachter ihr eigenes Verhalten und das anderer Menschen interpretieren. So wir ken die terroristischen Aktionen als doppeltes Ärgernis. Die Effekte sind dramatisch, und die Motive bleiben unverständlich. Ein Verhalten jenseits unserer Interpreta tionsmöglichkeiten bezeichnen wir gern als verrückt, als pathologisch, damit sind in dessen keine Diagnosen, sondern nur Verständnisgrenzen gekennzeichnet. Gerade extremes, unwahrscheinliches, einem breiten Verständniskonsens entrücktes Han deln muß außerordentlich prägnanten Ordnungsprinzipien unterliegen, wenn es sich überhaupt ereignen soll. Das von außen unverständlich Wirkende ist im Bewußtsein des Akteurs nicht nur überzeugendes, sondern auch folgerichtiges Handeln, zu dem es für ihn keine sinnvolle Alternative gibt. Terroristisches Handeln ist nur möglich, wenn wir in ihm alles vorfinden, was zu einer funktionierenden sozialen Organisation gehört: Ziele, ein geistiges Konzept, das sowohl die Selbst- als auch die Umweltdefinition enthält, Interaktionspartner, Mittel, Erfolgserwartungen und für den einzelnen eine akzeptable Rolle. Bis es zu ei ner solchen Organisation kommt, braucht es Zeit. Terrorist wird niemand über Nacht. Die Voraussetzung jeder Alternativkultur, also auch der politischen Alterna tivkultur des Terrorismus, ist die Problematisierung, die Lockerung und schließlich die negative Besetzung bisheriger Bindungen. Jede neue Organisation setzt also Ablösungsprozesse voraus. Diese Ablösungsprozesse sind zunächst nicht freiwillig, weder gesucht noch gezielt.
