Prof. Dr. Paul Schmitz Dr. Heiko Lippold x VORWORT 'Infonnationssicherheit' ist im umfassenden Sinn das Ziel, Ergebnis und MaS fUr das Niehtvorhandensein von Risiken und Beeintrachtigungen schutzwiirdiger Infonnationen und Komponenten von Infonnationssystemen. Mit der zunehmenden Abhangigkeit von Wirtschaft und Verwaltung sowie Benutzern von computer- gestiitzter Infonnationsverarbeitung steigt die Bedeutung sicherer Infonnations- verarbeitung generell, well die Vertraulichkeit von Daten und die VerfUgbarkeit und korrekte Funktionsfahigkeit von Infonnationstechnik unentbehrlich werden. Infonnationssicherheit ist damit zur 'Chefsache' geworden. Mit der Integration, Dezentralisierung und Vernetzung von Infonnationssystemen und der Vielfalt von Kommunikationsverbindungen und ZugriffsmOglichkeiten auf Infonnationsbesmnde nehmen die moglichen Gefahrdungen sensitiver Infonnationen stark zu. In offenen Netzen, Diensten und Benutzergruppen sowie'im Zusam- menwirken verteilter Rechner und Rechenzentren ist Sicherheit jedoch schwieriger zu realisieren als in 'closed-shop'-Rechenzentren oder geschlossenen Benutzer- gruppen. Ziel des BIFOA-Kongresses ist es, Sicherheitsprobleme und -losungen in netz- gestiitzten Infonnationssystemen ausfiihrlich zu diskutieren. Zu derartigen Systemen werden Verbundlosungen unter Einbeziehung von GroB-, Abteilungs- und Arbeitsplatzrechnern (sowie auch anderen Endgeraten), von Nebenstellenanlagen und Local Area Networks sowie von offentlichen Netzen und Diensten (einschli- lich des grenziiberschreiienden Datenverkehrs) gerechnet Infonnationssicherheit wird bezogen auf organisatorische, technische, personelle, wirtschaftliche und rechtliche Aspekte ausfiihrlich diskutiert; besonderes Gewicht liegt dabei auf Kon- zepten, LOsungen, Erfahrungen und Entwicldungstendenzen der Sicherheit In vier Plenumsvortrllgen wird Infonnationssicherheit im Uberblick aus rechtlicher, betrieblicher und technischer Sieht dargestellt und die IT -Sicherheitskriterien der Zentralstelle fiir Sicherheit in der Infonnationstechnik (ZSI) diskutiert Detaillierte Konzepte und LOsungen werden in parallelen Sektionen vorgesteUt - am ersten Tag anwendungsorientiert fUr Versicherungs-/Kreditwirtschaft und Handel,
