Als ausgewiesener Kenner der Politik der europäischen Großmächte weist Konrad Canis erstmals umfassend nach, wie begrenzt die Handlungsspielräume waren, die Österreich-Ungarn zwischen der Schlacht von Königgrätz und dem Ausbruch des Ersten Weltkriegs zur Verfügung standen. Mehr als jede andere Großmacht war die Doppelmonarchie inneren und äußeren Zwängen ausgesetzt. Ihre Politik verfolgte eine defensive Strategie, zielte nur begrenzt auf Eroberung; auf dem Balkan ging es um die Aufrechterhaltung einer Dominanz im Hintergrund. Die nationalen Gegensätze innen und außen sollten kleingehalten werden. Innere Instabilität, die wirtschaftliche und militärische Zweitrangigkeit, aber auch das Vormachtstreben Deutschlands im Bündnis und die Abstinenz Englands hemmten Österreich-Ungarn. Nutznießer war der Hauptrivale Rußland. Am Vorabend des Ersten Weltkriegs sollte Österreich nach den Plänen der russischbritisch- französischen Entente im Falle eines großen Konfliktes einem fatalen Doppelkrieg gegen Rußland und Serbien ausgesetzt werden. Als 1914 überraschend die Möglichkeit aufschien, Österreich könnte dem großen Krieg durch einen allein gegen Serbien entgehen, erwies sich Wien jedoch als unfähig, diese - freilich geringe - Chance zu nutzen.
