Anders als im übrigen Italien war die nationalsozialistische Okkupation in Norditalien sowie in Slowenien und Westkroatien durch die Einrichtung von Sonderverwaltungsgebieten gekennzeichnet. Sie unterstanden der Ziviladministration der Gauleiter von Tirol und Kärnten. Die eingerichteten "Operationszonen" bildeten einen Sonderfall nationalsozialistischer Besatzungspolitik. Nach dem Sturz Mussolinis im September 1943 gaben sie Raum für eine von Teilen der österreichischen NS-Elite lancierte Expansionspolitik. Michael Wedekind beschreibt Verwaltungshandeln und Herrschaftssicherung der Deutschen, aber auch Attentismus, Kollaboration und Widerstand der Bevölkerung. Seine Studie zeigt, dass die zum Zweck der Herrschaftsstabilisierung konzipierte Expansionsvariante allmählich Machtpotentiale innerhalb des NS-Regimes verschob und damit letztlich die Machtposition Hitlers weiter festigte.
