Das ist aber nicht das Interesse dieser Arbeit, die sich vielmehr um systematische Zusammenhange bemuht und deren Aufgabe gerade darum so schwierig ist, weil ein zentraler Begriff der Staats- und Verfassungslehre untersucht werden soll, der, wenn er uberhaupt beachtet wurde, hochstens beilaufig an den Grenzen verschiedener Gebiete [...] undeutlich erschien, im ubrigen aber ein politisches Schlagwort blieb, so konfus, dass seine ungeheure Beliebtheit ebenso erklarlich ist wie die Abneigung der Rechtsgelehrten, sich darauf einzulassen.
