Als grosste Bauorganisation des NS-Staats fuhrte sie in allen deutsch besetzten Gebieten kriegswichtige Arbeiten aus und spannte in grossem Umfang einheimische Arbeitskrafte und Firmen ein. Wie gelang diese Mobilisierung? Wie verhielten sich Anreize zu Zwang, was waren die Arbeits- und Lebensbedingungen? Diese Fragen beantwortet Fabian Lemmes fur das besetzte Frankreich und das besetzte Italien. Die OT bedeutete hunderttausendfache Zwangsarbeit, oft aber auch die Wahl des kleineren Ubels. Lemmes zeigt, dass die Mobilisierung ohne die Kollaboration einheimischer Verwaltungen und Unternehmen nicht moglich gewesen ware und trotz des vermeintlichen Amterchaos der NS-Polykratie recht gut funktionierte.
