A migráció egy természetes folyamat, és ahogy a folyó vízét nem lehet megállítani, csak szabályozni, így a migrációt sem lehet megakadályozni, csak kezelni. A szerző részletesen bemutatja az általa összeállított komplex rendszert, mely képes a legális és illegális migrációt is kezelni a globális társadalmi normák és értékek megtartása mellett.
