Die kolumbianische Kriminalpolitik hat sich auf die umfassende Kontrolle des Verhaltens der "barras bravas" und ihre harte Bestrafung sowie auf die Erforschung der Ursachen der Gewalt konzentriert, aber keine sozialen Maßnahmen zu ihrer Beseitigung ergriffen; Bürger, die im Zusammenhang mit Fußballrowdytum kriminelle Handlungen begehen, werden diskriminiert oder sogar gefürchtet, und die Medien, Verwaltungs-, Polizei- und Justizbehörden sowie soziale Akteure bezeichnen das Rowdytum öffentlich mit abwertenden Begriffen wie "Außenseiter, Asoziale, Hooligans", was zu einer Diskriminierung der Hooligans führen kann.
