Mit einem bilateralen Anwerbeabkommen zwischen der Türkei und der Bundesrepublik hat die Geschichte der Einwanderung türkischer Staats angehöriger nach Deutschland 1961 ihren Anfang genommen. Es war keine Einwanderung im klassischen Sinne, die mit der Absicht einer dauerhaften Niederlassung geplant wurde, sondern eine Arbeitsmigration auf Zeit. Daß die damaligen "Gastarbeiter" ihre Rückkehr ins Herkunftsland nur in Ausnahmen verwirklichten, ist allgemein bekannt. Diese Einwanderer der ersten Generation haben heute bereits Kinder und Enkel. Doch auch sie werden wie ihre Eltern als »Einwanderer" betrachtet. Im Rechtssinn sind sie "Ausländer", faktisch aber ist ihr gesellschaftlicher Status der von Inländern ohne deutsche Staatsangehörigkeit. Wegen dieser paradoxen Situation ist eine Debatte über ihre Einbürge rung in den deutschen Staatsverband und über deren Regelung und Praxis unumgänglich geworden. Denn die erste, zweite und dritte Generation hat ihren ständigen Lebensmittelpunkt in Deutschland. Ihr Rechtsstatus be hauptet jedoch Gegenteiliges. Der Begriff des »Ausländers" nämlich, so interpretiert Rittstieg in seinem einführenden Kommentar zum Deutschen Ausländerrecht, »bezeichnet dem ursprünglichen Wortsinn nach einen Menschen, dessen Lebensmittelpunkt sich außerhalb des Landes befindet, und der daher nicht zu diesem Land und seiner Gesellschaft gehört" (Rittstieg, 1992). Wie diese »inländischen Ausländer"! sich mit ihrer rechtlich und gesell schaftlich prekären Stellung in Deutschland auseinandersetzen, möchte ich am Beispiel von drei Porträts zeigen. Diese Porträts sind auf der Grundlage Die Bezeichnung geht auf Uli Bielefeld zurück, vgl. Bielefeld 1991. 7 von Interviews entstanden, die ich 1993 mit türkischen Akademikern in der Bundesrepublik geführt habe.
