Klaus Kellmann hat sich der sensiblen Aufgabe gestellt, und er beschränkt sich nicht auf die Einzelanalysen aller 24 Staaten, die bis 1944/45 der deutschen Terrorherrschaft unterworfen waren. Im Schlusskapitel Europäisches Gedächtnis und europäische Identität bringt er seine Forschungsergebnisse in die Gestaltung des Europa von Morgen ein: Ohne schonungslose Aufarbeitung und Vergewisserung der Kollaboration mit dem Dritten Reich wird es kein gemeinsames europäisches Narrativ und keine gemeinsame europäische Erinnerungskultur geben jenes große Projekt, mit dem die Geschichtswissenschaft auf dem Alten Kontinent in den nächsten Jahren und Jahrzehnten zentral und entscheidend befasst sein wird.
