Nikolaus Scheffel analysiert das historische Vertragswerk der Europäischen Verteidigungsgemeinschaft aus den 1950er Jahren und stellt es den aktuellen Regelungen der Gemeinsamen Sicherheits- und Verteidigungspolitik der EU gegenüber. Kritisch beleuchtet er die für die nationale Ebene relevante Rechtsprechung des BVerfG zum wehrverfassungsrechtlichen Parlamentsvorbehalt und dessen "Integrationsfestigkeit“. Abschließend schlägt er unter Berücksichtigung der unions- und verfassungsrechtlichen Möglichkeiten ein Modell gemeinsamer europäischer Streitkräfte vor, die durch einen europäisierten Parlamentsvorbehalt demokratisch legitimiert wären.
