Die Studie enthält die erste systematische Untersuchung der Rolle der Reichsfinanzverwaltung bei der Ausplünderung von Staat und Gesellschaft des besetzten Polens während des Zweiten Weltkriegs. Dabei wird detailliert gezeigt, auf welche Weise die deutsche Steuer- und Zollverwaltung die Vermögenswerte des polnischen Staates wie der polnischen Bevölkerung in riesigem, bislang ungeahntem Ausmaß enteignete, umverteilte oder schlicht raubte. Zudem forderte das Reichsfinanzministerium von Polen horrende Besatzungskosten, was zu massiver Inflation und Verelendung der polnischen Bevölkerung führte. Auch an der Enteignung der polnischen Juden und an der Verwertung der Erträge aus dem Massenmord waren die deutschen Finanzbeamten maßgeblich beteiligt.
