Méthodique, cet ouvrage est conçu selon le plan de la nomenclature M14. Il détaille le contenu et l'utilisation de chaque compte et précise pour chacun d'entre eux les modalités budgétaires et comptables d'écriture, ainsi que les pièces justificatives que l'ordonnateur doit transmettre au comptable. Pédagogique, il rappelle le cadre juridique applicable à chaque opération avant d'entrer dans le détail des opérations budgétaires et comptables avec de nombreux exemples. Ainsi, il convient aussi bien aux praticiens expérimentés qu'aux débutants. Dynamique, il accompagne les nombreuses évolutions qu'ont connues les collectivités territoriales ces dernières années, du regroupement intercommunal à l'expérimentation du compte financier unique. A jour de l'arrêté du 9 décembre 2021 relatif à l'instruction budgétaire et comptable M14 applicable aux communes et aux établissements publics communaux et intercommunaux (EPCI) à caractère administratif, cette 32e édition intègre la description des règles relatives : - à la taxe de séjour ; - aux taxes funéraires ; - à la taxe d'aménagement ; - à la taxation sur la consommation finale d'électricité ; - au fonds de compensation pour la taxe sur la valeur ajoutée (FCTVA) ; - aux marchés publics issus de la loi ASAP (L. n° 2020-1525, 7 déc. 2020, d'accélération et de simplification de l'action publique) ; - à la TASCOM (taxe sur les surfaces commerciales) ; - à la dotation de solidarité rurale.
