Mais l'œuvre de cet ardent républicain va bien au-delà du domaine scolaire, et sa vie se confond avec l'histoire au jour le jour de la construction d'un régime enfin stable et durable, la IIIe République. Avocat nourri des idéaux de 1789, journaliste et pamphlétaire, opposant déterminé à l'Empire, puis député des Vosges, il est nommé ministre de l'Instruction publique en 1879, et exerce deux fois, jusqu'en 1885, la présidence du Conseil. C'est à lui que l'on doit, pour beaucoup, l'école laïque et son aspiration à l'Egalité des chances, les libertés fondamentales, la paix civile, le suffrage universel, le parlementarisme. Ainsi, en homme d'Etat, marque-t-il son temps. Ses combats politiques, Jules Ferry les mena comme ses passions amoureuses, en romantique, allant toujours au fond de lui-même dans l'exaltation comme dans l'abattement, même s'il n'en laissa rien paraître. Il fut parfois très impopulaire, comme le montrent les surnoms que lui valut son action : " Ferry l'Allemand " pour sa complaisance supposée envers Bismarck, enfin " Ferry Tonkin " pour avoir colonisé l'Indochine. mais jamais il ne renonça à ses idées et, bien que diminué par un attentat, il continua à les défendre pour que vive la République.
