Description

This Liber Amicorum was launched on the occasion of Professor William E. Kovacic's retirement from the U.S. Federal Trade Commission where he served as Commissioner from January 2006 to October 2011, as the Chairman from March 2008 to March 2009, and as a General Counsel from 2001 through 2004. This Volume I pays tribute to William Kovacic's work as a professor, public official and "international entrepreneur," which has tremendously contributed to the development of the U.S. and international antitrust law. This first volume includes 31 contributions by his colleagues and friends mainly from the United States, and it is divided into two sections. Part I, entitled "An Antitrust Career," contains 10 articles that offer an original as well as enthralling picture of Kovacic as professor, lawyer, unconventional thinker and innovator of antitrust law. Part II, entitled "New Frontiers of Antitrust," consists of 21 articles covering different aspects of competition law, ranging from cartels to mergers analysis, private rights of action, antitrust settlements, etc. The overall result is a collective work that offers the opportunity to look over the antitrust world not only as a "cold" field of law, but also as a lively discipline to whose growth Professor Kovacic has contributed so much. About the Author Nicolas Charbit, Ph.D., LL.M., D.J.C.E, is Concurrences Chief Editor. Nicolas was admitted to the Paris Bar in 1994. He had been practicing competition law from 1994 to 2005 with strong emphasis on cartels and network industries. He has completed a Ph.D. thesis at University Paris I Panthéon-Sorbonne on antitrust law and the public sector. Nicolas wrote for European and international legal journals and taught at universities and business schools. He has published various books and articles on European and French competition laws. Nicolas founded Concurrences in 2004. Anna A. Chehtova is Corporate Counsel (Commercial, Compliance and Strategy) at Tesoro Corporation since 2015. Previously, she investigated mergers and anticompetitive conduct matters at the Bureau of Competition of the U.S. Federal Trade Commission. She clerked for the Honorable Judge Delissa A. Ridgway in the U.S. Court of International Trade, where she worked on anti-dumping, countervailing and customs cases. She holds an LL.M. degree from Cornell Law School and Masters Degree in International Business Law from the University of Paris I Panthéon-Sorbonne. She also holds a law degree in Economic Law. She was awarded a scholarship to pursue graduate studies at Cornell by the University of Paris as well as an Academic Excellency Scholarship by the French Ministry of Foreign Affairs. Anna is Senior Editor of Concurrences Journal and a member of the Antitrust Section of the American Bar Association. Abigail Slater joined The Internet Association, the trade association representing leading global Internet companies, as Vice President of Legal and Regulatory Policy in 2014. Slater joined The Internet Association from the U.S. Federal Trade Commission where she worked for over a decade. Since 2011, she served as an attorney advisor to Commissioner Julie Brill. Prior to working in Commissioner Brill’s office, Slater worked as a staff attorney in the FTC’s Bureau of Competition, where she focused on merger reviews in the high-tech sector, and worked on several litigated cases involving the agency. Outside the FTC, she has served as a vice chair in the American Bar Association Antitrust Section and blogs regularly for Penn Law School’s RegBlog. Slater holds a law degree from University College Dublin and a Master’s degree in European and Comparative Law from Oxford University. She is an IAPP certified privacy professional in the U.S. and Europe. Gail is a dual Irish and U.S. national who lives in Washington, D.C. Prior to settling in D.C., she worked for the global law firm Freshfields in their London and Brussels offices.
