This series has its focus on the challenges and changes facing education at the beginning of the new millennium. 'Emerging goals' link each volume. The European Union has experienced enormous unification pains including expansion to 25 countries. For the Baltic States, having recently emerged from one 'federation', preparations are well advanced in terms of joining another 'union'. Nevertheless, many remain sceptical, ill-informed and lack even basic information. For this the process of education is all important and the development of a 'European dimension in education' is a necessary priority. At the same time, as the process of 'rebirth' is witnessed in Lithuania, Latvia and Estonia, the prospect of EU membership inevitably presents a further challenge for all those concerned with the process of education.
