Description

The Nigerian telecommunications industry has continued to grow in a phenomenal manner following market liberalization reforms that commenced in the 1990s. As of 2017, the telecommunications industry was one of the fastest-growing economic sectors in Nigeria and the fourth largest contributor to the country’s Gross Domestic Product. The telecommunications industry, however, remains a highly technical and naturally dynamic industry that has not been a usual area for legal research in developing countries such as Nigeria. This book bridges that gap in knowledge by providing an analysis of the legal and policy instruments that regulate the industry. It comprises eleven chapters that discuss the historical evolution of telecommunications and its regulation; the development of the Nigerian telecommunications industry from 1886 to 2017; the legal basis for the regulation of the industry; the licensing and duties of service providers; the regulation of network infrastructure; the protection of consumers; the regulation of competition, interconnection, universal access, and environmental protection; and the resolution of industry disputes. This book will be useful to policy makers, legislators, regulators, lawyers, law students, investors, operators, and consumers, as well as any person interested in the Nigerian telecommunications industry. Review "This volume is a truly comprehensive compendium of Nigeria’s telecommunications policies, laws and regulations, and it is current, touching on several very recent developments. Moreover, this book is written in straightforward language that makes it easy for the reader to follow the author’s thoughts. The book also has a comprehensive table of contents, a rich index, and listings of all the legal cases, statutes, regulations and international instruments covered, all of which add to its value as a reference resource. This book is recommended to students, academics, legal practitioners, regulators, and policymakers who are researching or working in the field of telecommunications law and regulation in Nigeria, or in other developing countries."Peter Chukwuma Obutte, African Journal of Information and Communications (AJIC), (Issue 23, 2019)" Dr Uchenna Jerome Orji’s new book on telecommunications law and regulation in Nigeria is a highly welcome contribution to the field of telecommunications law and regulation. It accomplishes a Herculean task of discussing and analysing the laws, regulations and policies that govern the Nigerian telecommunications industry. The author carefully sets out a comprehensive table of contents, including a table of cases and a rich index that makes the book a highly resourceful reference work for lawyers, academics and regulators. [...] Generally, the book is well written in very simple language that makes it easy for a reader to follow the author’s thoughts. The book is indeed a compendium of Nigeria’s telecommunications laws and policies as it analyses virtually all laws, regulations and policies that apply in the Nigerian telecommunications industry. In addition, the author’s analysis includes very recent legal developments and judicial decisions, which makes the book very rich reference material for both academics and legal practitioners. No other text has undertaken such a robust and painstaking analysis of Nigeria’s telecommunications laws; therefore the author’s effort is highly commendable. The author also deserves commendation for developing the book, given the challenges that impede scholarly research in developing countries such as Nigeria. The book makes a great contribution in bridging the knowledge gap that exists on telecommunications law and regulation in Nigeria, and it is recommended to students, academics, legal practitioners, regulators and policy-makers researching or working in the field of telecommunications law and regulation in Nigeria and other developing countries. It is hoped that the author will co
