About the Author Francisco Ayala has more than 20 years of experience with the management and design of public project investments in education, health and social safety net, including public works and conditional transfer. Francisco leads the Ayala consulting company in Ecuador. David Lawson is a Senior Lecturer in Development Economic and Public Policy at The University of Manchester, and Adjunct Professor in Development Studies at The University of Helsinki. He has more than 20 years of developing country public policy experience and has specific research interests in around poverty dynamics health and gender.
