About the Author Dr Lucie Cerna is an analyst in the Directorate for Education and Skills at the OECD, Paris, France, and Research Associate at the Centre on Migration, Policy and Society (COMPAS), University of Oxford, UK. Previously she was a Lecturer at Merton College, University of Oxford, UK, and Assistant Professor in Global Challenges at Leiden University, the Netherlands.
